Christian leadership has commonly been measured through numerical congregational growth, while character formation and depth of faith have rarely served as indicators of success. This gap has generated the need for an alternative leadership model centered on relationship and sacrifice, as portrayed in the good shepherd metaphor in John 10:11-13. This study aims to analyze the characteristics of shepherd leadership according to John 10:11-13 as a character-centered framework of Christian leadership, and to analyze its effectiveness in shaping the character of the congregation compared to numerical growth measures. This research employs a qualitative method through library research, combining an exegetical-hermeneutical study of John 10:11-13 with a review of contemporary leadership theology literature. The findings show that shepherd leadership rests on three main pillars: self-sacrifice, relational closeness expressed through knowing and being known, and integrity that stands in contrast to the pattern of the hired hand. These three pillars prove more effective in forming a mature, resilient, and principled congregational character than approaches oriented solely toward numbers. This study concludes that the effectiveness of shepherd leadership must be measured qualitatively through the transformation of congregational character, not merely through growth figures.
