COMMUNITY-BASED TOURISM AND LOCAL ECONOMIC RESILIENCE: A LITERATURE REVIEW OF SUSTAINABLE TOURISM DEVELOPMENT

This study examines the role of community-based tourism (CBT) in strengthening local economic resilience through sustainable tourism development. Using a library research approach, the study reviews and synthesizes relevant literature indexed primarily in Scopus, focusing on community participation, community empowerment, local entrepreneurship, economic diversification, sustainable tourism development, adaptive capacity, and local economic resilience. The findings reveal that CBT contributes to local economic resilience through a sequential and interconnected process rather than through direct economic benefits alone. Community participation promotes empowerment by increasing local involvement, control, and access to tourism resources. Empowerment subsequently stimulates local entrepreneurship and economic diversification, reducing dependence on a single source of tourism income. Sustainable tourism development further integrates economic, social, cultural, and environmental dimensions, while adaptive capacity enables communities to respond to crises, market changes, and external shocks. The framework shifts the CBT perspective from short-term economic benefits toward a resilience-building approach and provides a conceptual foundation for future empirical research and sustainable tourism policy.
